Visibility into Ideon's quote data release status, timing, and significant data changes
Overview
Quote Watch is a self-serve dashboard for IdeonQuote customers to monitor where Ideon's quote data stands. Through a single interface, customers can see publishing status at the carrier and issuer level, current and prior plan year release dates, released plan counts, SBC attachment percentages, detailed benefit build status, and acquisition source, all filterable to the products, states, and carriers included in their license. Coverage spans Individual Medical, Small Group Medical, Level Funded, and Ancillary products.
When data runs late or a carrier's timeline shifts, Ideon's operations team posts acquisition and processing notes directly on the affected carrier, so the context behind a status is available in the same place as the status itself. Quote Watch also maintains a running log of significant data changes — rate refilings, benefit updates affecting a large share of plans, service area changes, and plan additions or removals — each documented with what changed, why it changed, and the full scope of plans, issuers, and states affected.
Getting Started
To access Quote Watch, log into your Ideon account at ideoninsights.prod.ideonapi.com and select Data Availability or Data Updates from the Quote Watch section of the left navigation menu.
Account Setup
Quote Watch must be enabled for your account and for each user individually; access is limited to users with an email within the same domain. When account access is configured by your Customer Success Manager, an email will be sent from noreply-ideoninsights@mg.ideonapi.com containing a password reset link that can be used for initial user account setup.
Key Pages
Data Availability
The Data Availability page displays release status for every carrier Ideon acquires data from, organized by state. Select a product and plan year at the top of the page, then browse states as a list or as a map. Each state row summarizes how many carriers have released and how many plans are available; expanding a row reveals carrier-level detail.
The summary tabs across the top of the page group states by release progress — all carriers released, some carriers released, or no carriers released — providing at-a-glance visibility into which states are complete. Early in an open enrollment cycle, most states will show no carriers released; as Ideon acquires and releases carrier data, states progress toward fully released.
Supported plan years vary by product: Individual and Small Group Medical are available from 2024 forward, Ancillary from 2024 forward, and Level Funded from 2026 forward. Small Group Medical additionally supports quarterly selection.

For Ancillary, filtering by product line narrows the page to carriers offering the selected lines of coverage, but each carrier's full set of supported product lines remains visible — the filter identifies carriers, it does not hide coverage they offer.
County-Level Availability
Plan availability commonly varies within a state — a carrier may be available statewide while individual plans are offered only in certain counties. The county-level availability view, reached from any state row, breaks a state down by county so that questions like "why isn't this carrier coming back in my quote?" can be answered without checking service areas plan by plan.

Carrier Details
Clicking a carrier name on the Data Availability page opens the carrier detail panel, which provides the full picture for that carrier in the selected state, product, and plan year. For Individual Medical, Small Group Medical, and Level Funded, the panel is organized by issuer, with an "All issuers" tab that aggregates across the carrier's issuers in that state. For Ancillary, the panel is organized by product line, since status, plan counts, and release dates vary by product line within a single carrier.

Prior and current plan year release dates. The prior year's release date is a useful indicator of when a carrier's data typically becomes available — a ballpark for planning, not a committed date
Last updated date, reflecting the most recent change to the carrier's data in the state — a signal, particularly for bulk file users, that previously retrieved data should be refreshed

Acquisition and processing notes are how Ideon's operations team communicates proactively when data is running later than expected — for example, a carrier that has confirmed a delay, a filing pending regulatory approval, or a source that has not yet been posted. Notes are updated as situations develop, so the current status of a delayed carrier is always available alongside its release status.
Data Updates
The Data Updates page is a reverse-chronological feed of significant changes Ideon has made to published quote data. A carrier's status remains Released when its data changes after initial release — a rate refiling, for example, does not change a status, but it matters to anyone who has already quoted those plans. The Data Updates feed exists to make those changes visible: updates are logged when a change meets a defined threshold of scope and severity, including rate refilings, plans added or removed after initial release, significant benefit changes, and updates to how a benefit is calculated (such as a regulatory change to HSA eligibility). Each update is authored by Ideon's operations team and includes both the substance of the change and the reasoning behind it.
Many updates originate with the carrier — refiled rates, additional plans submitted after the initial release, or revised filings — rather than corrections to Ideon's processing. In either case, the update documents what changed and why.
Updates are automatically scoped to your license. You will see any update whose product, market, state, or carrier scope overlaps with the data you are licensed for. This differs from the Data Availability page, which displays Ideon's full catalog to all users.

Publishing Statuses
Statuses are assessed at the issuer level and are presented both at the issuer level and rolled up by carrier brand, using the same logic in both cases.
Released
All of the expected issuer's or carrier's plans have been published and are available for quoting.
Partially Released
Some plans have been released for the carrier and others have not.
Carrier Embargoed
Data has been acquired and processed, but the carrier has requested that release be held until a specified date.
Carrier Testing
Data has been acquired and processed and is in a validation cycle with the carrier prior to release.
Processing
All data components have been received and plans have been created, but plans have not yet been released. Ideon typically processes data on the same day that it is acquired.
Acquiring
Ideon does not yet have all of the carrier's data components and is actively working to obtain them from the carrier or its filing sources. This is the earliest stage in the pipeline.
Carrier Exit
The carrier released data for the plan year and has since withdrawn from the market. The carrier's plans are no longer available for quoting, and the carrier will not appear for the following plan year.
For example, a carrier brand with three issuers in a state — one with some plans published and some processing, one fully embargoed, and one still being acquired — rolls up to Partially Released at the carrier level, while each issuer retains its own status.
Level Funded and Ancillary primarily use only two statuses, Released and Acquiring. The intermediate statuses apply only to Individual and Small Group Medical. For Level Funded, plans are considered released when they are published and available by service area with effective and expiration dates overlapping the plan year; carrier API rate availability is not a release requirement.
Data Availability Metadata
Product and Market
The product and market the data applies to: Individual Medical, Small Group Medical, Level Funded, or Ancillary. Ancillary covers Dental, Vision, Life, Disability, Accident, Critical Illness, and Hospital Indemnity.
Plan Year and Quarter
The plan year the data applies to. Quarter applies to Small Group Medical only.
State
The state the data applies to. Availability is tracked per state, since a carrier's release timing commonly varies by state.
Carrier
The carrier brand associated with the data. A carrier brand is the rollup of one or more issuers.
Issuer IDs
The HIOS issuer IDs associated with the carrier brand in the state. Ancillary issuer IDs use an alphanumeric format rather than HIOS IDs. Both Level Funded and Ancillary Issuer IDs are Ideon-generated.
Status
The publishing status for the issuer or carrier brand. See Publishing Statuses above.
New Entrant
A tag indicating the carrier is newly entering the state and market for the selected plan year — the carrier did not offer plans there in the prior plan year. A filter is available to show new entrants only.
Released Plans
The count of plans released for the carrier or issuer in the state. Plan counts are also broken out by status, and by exchange availability for Individual Medical.
Acquisition Source
Ideon's acquisition data source for the issuer's data — for example, direct from the carrier, from SERFF filings, or from an indirect source.
Detailed Benefit Build Complete
Indicates whether the detailed benefit build, based on SBCs where applicable, has been completed for the issuer. Individual and Small Group Medical only.
SBC Attachment %
The percentage of the issuer's released plans that have an SBC document attached. Individual and Small Group Medical only.
Prior Plan Year Release Date
The date on which the issuer's data was released for the plan year preceding the selected plan year. Provides a reference point for when a carrier's data typically becomes available. Shown as N/A where no prior year release occurred — for example, for an issuer new to the market.
Current Plan Year Release Date
The date on which the issuer's data was released for the selected plan year. For Individual and Small Group Medical, this is the later of the date plans were first published and the date embargoes were released. Shown as N/A where the current plan year has not yet been released.
Last Updated Date
The most recent date on which the issuer's data was meaningfully updated. This reflects the later of two events: the date the publishing status last changed, and, for Individual and Small Group Medical, the date data was republished with an update flag set. Available for plan year 2027 and forward.
Acquisition and Processing Notes
Notes posted by Ideon's operations team providing context on acquisition or processing for a carrier — for example, a confirmed carrier delay, a pending regulatory approval, or an expected availability date. Notes are updated on a regular cadence while a delay is active and are shown on the carrier detail panel, most recent first.
